Is this technically a flop?

He IS trying to deceive the ref into thinking it's a shooting foul, which it wasn't.

Flopping is defined as, "the art of falling down when little or no contact was made in an effort to trick referees into calling a foul." by the NBA.

But, I suppose it was a personal foul. However he was trying to cheat by acting as if it was a shooting foul which it wasn't. Had he not tried that flop, the refs would have easily called it a personal foul and though those refs did not fall for it, some refs might have. Does that constitute a "flop"?

What do you guys think?

Be respectful and keep it clean. Thanks.
