Nobody really wants to watch a tankfest. Even when players are competing hard, it's tough to enjoy a game you sort of want to lose. My solution is to incentivize potential lottery teams to swap draft picks with each other before a season begins. By swapping picks before the start of the season, teams would get double ping pong balls in the lottery. That way, lottery-doomed teams would trade with each other, untying their record from their own lottery position. A bad team tanking would end up with worse top 3 odds than a pair of pick-swapping teams with better records.
Not only is losing not encouraged, but winning actually becomes meaningful again. Consider a late-season matchup between the league's worst two teams, who have swapped picks. The winner adds a loss to their bolster their own lottery position while adding a win to compromise the loser's. We'd be rooting for the C's to win just as we did recently for the Magic... of course, I'd rather root for playoff seed, but it would be a welcome change nonetheless.
