The Celtics currently have 17 players on their roster, so adding Evan Turner would have to come in some form of a sign-and-trade. After getting traded to Indiana last spring, Turner played himself out of the Pacers' playoff rotation and Indy opted not to extend him his $8.7M qualifying offer. No one's going to overpay the 2010 #2 pick, but you can see why Ainge and Stevens are interested in the free agent; in 54 games with the Sixers last season, he went 17-6-3 and you'd be signing a guy looking to prove himself and re-establish his value in the league.
